Spencer brings a strong commitment to public service and community wellbeing to his volunteer work with the Billi Odegaard Foundation. An Oregon native, Spencer served as a Peace Corps Volunteer in Eswatini, where he supported HIV/AIDS mitigation through community-based education and local capacity building. He holds a Master of Public Policy from Portland State University.

Spencer currently works as a federal employee in grants management and operations, supporting the effective administration of public programs. Grounded in a lifelong connection to parks, public spaces, and community service, his work reflects a practical, service-oriented approach to strengthening communities and supporting mission-driven organizations.
