Paul S. Cosgrove

Paul Cosgrove is one of the original board members of the Billi Odegaard Scholarship Fund, and as the first attorney on the Board, helped form the Oregon non-profit corporation to carry out Billi’s vision.  He worked for Billi, as the Business Manager of the Multnomah County Health Department that she directed, while attending law school in the evening.  After graduation from law school, he began a legal career that focused on government relations, and many health care organizations were among his clients.  He has served on the Board and as President of State Law Resources, and international group of law firms that specialize in government relations, He was also a member of the Capitol Club, the association of professional lobbyists in Oregon.

Paul graduated from Fairhaven College of Western Washington University in 1974 with a BA in Interdisciplinary Studies and received his JD from Lewis and Clark/Northwestern School of Law in 1981.
